Төрийн албаны тухай хуулийн шинэтгэлийн гол үзэл баримтлал төрийн албыг чадахуйн зарчимд суурилсан шатлан дэвших тогтолцоог бүрдүүлж, мэргэшсэн, тогтвортой, хариуцлагатай төрийн албыг бүрдүүлэх зорилтыг дэвшүүлэн тавьсан.
Энэхүү зорилтын хүрээнд Төрийн албаны чадавхыг бэхжүүлэх замаар тогтвортой, шударга, мэргэжлийн, иргэн төвтэй төрийн албыг бий болгоход чиглэсэн шинэтгэлийн тэргүүлэх чиглэлийн зорилтуудыг хэрэгжүүлэхэд дэмжлэг үзүүлэх зорилготой Канадын Засгийн газрын санхүүжилтээр “Монгол Улсад мэргэжлийн, иргэн төвтэй төрийн албыг бэхжүүлэх нь” төслийг Монгол Улсын Төрийн албаны зөвлөл, хамтран 2018 оноос хэрэгжүүлж ирсэн. Төслийн үйл ажиллагаа, бүтээгдэхүүнийг газар дээр нь туршин нэвтрүүлэх хүрээнд “Төрийн албан хаагчийн зарчимч, шударга байдлыг бэхжүүлэх нь” дэд төслийг Сангийн яаманд хэрэгжүүлж, яамны удирдах албан хаагчдад зориулан Байгууллагын соёлын төлөвшилд удирдлагын оролцоо, нөлөө, удирдлагын болзошгүй ёс зүйн зөрчлөөс урьдчилан сэргийлэх, ёс зүйн манлайлал сэдвээр мэдээлэл хийж, хэлэлцүүлэг өрнүүллээ.
